Use this page to find key information about trash collection, bulk item pickup, water service, sewer service, and billing. Below is a link to establish new service. Please bring this application along with your deposit to the Town Hall for processing.

Water, Sewage, and Trash Application

Trash Collection

Household trash is collected twice per week. Place all bagged trash inside your trash cart or approved bags and have at the curb by 8:00 a.m. on Tuesdays and Fridays.

  • Place carts (or bags) at the curb at least 3 feet away from mailboxes, vehicles, and other obstacles.
  • Do not overfill carts. The lid must be able to close completely.
  • Do not place yard waste, construction debris, hazardous materials, or electronics in your trash cart.
  • Remove carts from the curb by the end of your collection day.

If your pickup is missed, leave your cart at the curb and contact Town Hall within 24 hours to report the issue.

Bulk Pickup

Bulk pickup is available for large household items that do not fit in your regular trash cart, such as furniture and appliances.

  • Scheduling: Bulk pickup is scheduled quarterly on the first Wednesday of that quarter.
  • Placement: Place items at the curb no earlier than 24 hours before your scheduled pickup. Please do not leave your bulk items at your curb for more than 24 hours prior to scheduled pick up.
  • Acceptable items: Furniture, mattresses, box springs, large metal items, and appliances (refrigerators and freezers must have doors removed).
  • Not accepted: Construction and demolition debris, tires, chemicals, paints, or electronic waste.

Water Service

The Town of Winton provides public drinking water service to residents and businesses within town limits.

  • New service: To start water service, complete a utility service application and turn it into the Town Hall and provide a valid photo ID. A deposit may be required. See form above.
  • Discontinuing service: Contact Town Hall at least two business days before your move-out date to close your account.
  • Leaks and low pressure: If you notice a water leak, discolored water, or low pressure, report it to Town Hall as soon as possible.
  • Boil water notices: In the event of a boil water advisory, the Town will post notices on the website and at Town Hall, and may use additional alert methods when available.

Sewer Service

The Town of Winton operates and maintains the public sewer system serving homes and businesses within town limits.

  • Service issues: If you experience sewer backups, slow drains affecting the whole house, or notice sewer odors outdoors, contact Town Hall immediately.
  • What not to flush: Do not flush wipes (even if labeled “flushable”), grease, fats, oils, diapers, feminine hygiene products, or paper towels. These items can clog lines and cause backups.
  • Cleanouts: Make sure sewer cleanouts in your yard are accessible and not covered by landscaping or structures.

Sewer problems inside the home’s plumbing may be the responsibility of the property owner. Town staff can help you determine the source of the issue.

Billing & Payments

Water, sewer, and sanitation services are billed together on a monthly utility bill.

  • Billing cycle: Bills are mailed each month. Due dates and any penalties are listed on your bill.
  • Payment options: You may pay in person at Town Hall, by mail, or using any online or phone payment options listed on your bill.
  • Late payments: Accounts not paid by the due date may be subject to late fees and service disconnection.
  • Payment arrangements: If you are unable to pay your bill in full, contact Town Hall before the due date to ask about payment arrangements.
